Mythbusters did a great episode where they tried to build their own "jet pack" tho like this appears to be it was actually a ducted fan design.
They failed to get the thing airborne
people have built jet/rocket packs that did work but they have always been a little tricky to fly. Also the rocket ones tend to be a bit loud, the one used in the bond film thunderball (which acording to wiki was the bell rocket belt) let off a piercing shriek at 130dB and also only gave 30secs of flight.
The problem with these things is always the failure mode, it cuts out and you are so many meters in the air with a large chunk of aluminium strapped to your back which, to paraphrase Douglas Adams, is not a naturally tenable position for a human being.
It's why these personal flying things are unlikely to be anything other than elaborate dangerous toys.
