It's just rockband with lego characters for the 3d backing animation that noone watches anyway why bother. I mean seriously you never look at the 3d stuff it could be showing slide shows from the developers holidays and be just as effective.

Well, on the assumption that Rock Hero/Guitar Band are effectively cash-printing machines as opposed to actual games, they can now bring out a new guitar model?
Also, I suppose by making the backing lego they have at that point completely modularised the entire game, and can generate even more versions per minute...
Plus, lego is easy to animate, and requites little-to-no effort for modellers and texture artists.

Guitar hero/Rockband ran out of good tracks two iterations ago Now it's all just pulp filler of assorted indie tracks no one has ever heard of sandwiched between the odd new track that they managed to licence or bsides of classics that weren't good enough for GH1-3.
Texturing I'd give you although it's slightly more effort for the faces than there would be as they need the various expressions to swap out. Animation maybe but not by much they only ever had the one set of animations on GH parametrically applied to all models so the bar is pretty low.
