So, in summary we have;
1) One system to determine the top position, and another entirely for everyone else
2) A 2-tier team system, where teams are either on a budget, but technically freer to do what they want, or spend shedloads of money, but not allowed to do lots of things to their car.
Good luck to any spectators trying to figure this shit out. I can already pretty much guarentee that no.1 will lead to a really stupid end-of-season issue where driver A has only finished 4 races, but won them all, whereas driver B has finished all 15, 2 in first place, and all the rest in second, but cannot win. Driver A will watch the race from the sidelines, while smoking caviar from a dodo feather (or whatever the fuck the rich do...)...
...of course, there are really 2 races going on, and you can probably expect some mid-season shenanigans with some budget-limited team entering a batmobile for 50p...allegedly.
It's a sport that has been royally butt-fucked ever since Senna forogt to turn left, and seems to be trying it's best to make itself as inaccessible and incomprehendable as possible...

The limit of the sport should be down to the safety and human aspects of the driver. F1 is not very top if you can buy a car (albeit fucking expensive) that drives on the road that's quicker!
The rules, as you well pointed out are now beyond a joke. I liked the idea of tweaking points to make it more of a competition but this new system looks like it was invented on wacky backy.
As for the cash limit - that might help innovation but no doubt there will be some sort of stupid skullduggery and money scamming going on.
I agree with everything but the point about safety. These guys should take Wipeout as a business model IMHO.
I lept off the F1 bandwagon a long old time ago for pretty much the reasons highlighted above. This is a good blog on the most recent changes tho.

They've caved to popular opinion and team protests and will not use the new rules this year... thank goodness. This gives them another year to figure out a better system.
